What You'll Get To Do:  

The Payroll and Tax Compliance Analyst is responsible for assisting with multi state, local and federal payroll tax compliance and planning and payroll processing. Serves as the subject matter expert for tax considerations related to taxation of wages, executive and equity compensation, fringe benefits, labor law changes, state and local mandates and payroll reporting. This includes assisting with registration and setup of new jurisdictions, management and tracking of any potential state and local tax incentives and optimization of the State Unemployment Insurance rates. While ensuring a high level of customer service and satisfaction, the Lead Payroll and Tax Compliance Analyst role will have responsibility for ensuring all payrolls required for Panasonic Corporation of North America Shared Service are processed, audited, and delivered to employees on a timely and accurate basis.  Responsibilities will also include compliance, analysis and reconciliation of payroll. In addition, this role is required to be one of the SME’s for audit and compliance. Currently, we are using Workday for US Payroll Processing and Time and Attendance.  

  

Key Accountabilities         

  • Audit and Compliance
  • Analyze and resolve payroll issues related to tax, general accounting, regulatory requirements, benefits, time reporting, and labor agreement matters.
  • Proactively assess needs of the payroll department. Identify, analyze, and recommend business processes, and system enhancements for continuous improvement of the payroll process.
  • Develop, run, and review audit reports to ensure accuracy of payroll data.
  • Process manual checks, voids, stop pays, direct deposit reversals, and payroll adjustments as necessary.
  • Ensure payroll systems and processes are appropriately set up to remain compliant with country and state regulatory legislation related to payroll.
  • Develop and maintain payroll related content for Employee Services Knowledge Base.
  • Perform testing support of payroll system patches and upgrades.
  • Assist Payroll Manager with research and compliance of U.S. regulations pertaining to labor and tax laws affecting employee paychecks.
  • Document and update departmental policies and procedures as needed.
  • Perform various audits and review schedules of employee data.

Processing  

  • Payroll processing and Time and Attendance for multiple pay groups in Workday Payroll for U.S. multi state hourly and salaried employees.
  • Work with third party vendors to ensure payrolls are accurately completed per payroll schedules for Panasonic employees in the US.
  • Coordinate closely with Payroll Accounting teams.

Communications and Customer Support  

  • Train HR Services team on payroll processing and time and attendance processes and updates to ensure 80 percent first call resolutions.
  • Conduct User Training to HR when needed.
  • Serve as Tier 2 Payroll support within HR Service model, addressing and resolving employee issues and questions related to pay while ensuring a high level of customer service and satisfaction.
  • Meet service level agreements, SLAs, to ensure we are providing a high level of customer service while maintaining and building strong relationships.
  • Supports all 50 states payroll, employment tax and W2 compliance ensuring that all appropriate tax returns and payments are made in a timely manner, including state tax setups. Ensures that 12,000 employees are paid accurately and timely, while maintaining SOX, federal, state, and local compliance.
  • Coordinates with third party vendor, ADP, on tax filings and reporting. Prepares all tax filings, payments, reporting and reconciliations and any inquiries from federal, state or local labor and tax agencies.
  • Research federal, state, and local laws and regulations related to FLSA, payroll tax and benefits, and partners with HR, Legal, Accounting, and Employee Services in implementing and administering plans to ensure compliance.
  • Ensures department is compliant in SOX policies and procedures.
  • Demonstrates and executes effective planning and project management.
  • Manage the review and testing payroll software tax updates, earnings and deduction code setups and updates unemployment tax rates in payroll software.
  • Works closely with Payroll Accounting to ensure GL tax accounts are properly configured to support monthly journal entries for BU accounting departments.
  • Responds to inquiries and notices from the federal, state, and local labor and tax agencies on payroll related issues; ensures compliance with all such laws.
  • Assumes the lead role in federal and state agency audits; files amended returns as needed.
  • Coordinates with HRIS to ensure all federal, state, and local tax rates are updated timely and properly in Workday.

  

What You'll Bring:  

Education and Experience  

  • Bachelor’s degree in related field, or equivalent education and experience.
  • Minimum 5 years' experience supporting time and payroll systems in a large corporate environment.
  • Minimum seven years of related experience in payroll and, or payroll tax required.
  • Working knowledge of U.S. wage and hour, garnishments and payroll taxes rules at the federal and state and local levels
  • Experience with Workday HCM, Payroll, Time Tracking preferred.
  • American Payroll Association training, CPP certification an advantage.

  • Ability to analyze complex payroll situations and make recommendations

  • Detail oriented and strong organization skills.
  • Proficiency with MS Office applications, payroll software, and report writing.

  • Ability to work with individuals at all levels within and outside the company.
  • Good time management skills in order to meet continuous critical deadlines.
  • Understand and apply complex tax laws and regulations with attention to details.
  • Knowledge of accounting principles and SOX requirement.
  • Knowledge of federal, state, and local laws pertaining to payroll, taxes, and filings.

  

Communications  

  • Exceptional oral and written communication skills and above average administrative skills.
