The Position:
The ODA (Organization Designation Authorization) Administrator role will manage and ensurecompliance to the Panasonic Avionics Corporation (PAC) FAA ODA delegation for all aspects related to
PMA (Product Manufacturing Approval) and Conformity inspections for products shipped by the company and in accordance with the FAA approved PAC ODA-PMA Procedure Manual.
ODA Compliance
- Primary authority and responsibility for assuring that the company performs all authorized functions in compliance with the ODA manual and FAA regulations, policy, guidance, and directives including but not limited to:
- Oversee the preparation and submission of PMA applications, ensuring accuracy and completeness.
- Manage the ODA for issuance of PMA and Conformity activity, including communication with the FAA and DAH (Design Approval Holder) and resolution of any issues that may arise.
- Maintain records and documentation related to Conformity and PMA activities.
- Primary focal to business units and the FAA Organizational Management Team (OMT) for ODA activities
- Ensure PAC is up to date with changes in FAA regulations and guidelines that may impact our ODA-PMA activities.
- Maintain revision and distributions of all manuals and materials, developing and updating internal procedures to align with regulatory changes.
- Ensure that administrators and Unit Members are protected from interference and will be responsible for internal training and support of investigations related to alleged interference
- Coordinate development of plans, processes and training related to increasing workload capacity.
- Prepare, support and be the primary auditee for all FAA-ODA audits and to resolve potential findings or observations.
- Conduct internal audits and inspections to identify areas for improvement and ensure adherence to ODA-PMA requirements.
- Track and control all revisions to the ODA Unit Member Listing and other ODA program records.
The salary or hourly wage range of $102,700 - $184,900 is just one component of Panasonic’s total package. The final offer amount may vary based on factors including but not limited to individual’s knowledge, skills, experience, and location. In addition, this role may be eligible for discretionary bonuses and incentives. The minimum hourly wage for this role will be the greater of the posted range, or minimum wage for the location where the employee will be working, subject to local minimum wage requirements.
What We’re Looking For:
- Technical experience with the In Flight Entertainment and Connectivity functions performed by PAC
under its ODA delegated authority - Must be able to manage the entire ODA Unit activities effectively and in compliance with FAA regulations
and the ODA procedures manual. - Works on issues of diverse scope where analysis of situations or data requires evaluation of a variety of
factors, including an understanding of current business trends. - Comprehensive knowledge of FAA regulations, policies, and procedures applicable to the ODA functions.
- Demonstrated sound judgment, integrity and dedication to aerospace compliance.
- Sufficient technical knowledge, training, skill, and experience for the type of authorized ODA functions.
- Keeps up with changes in regulations that could impact PAC’s current delegation.
- Strong and effective communicator with technical teams and business leaders
- Recommends changes to policies and establishes procedures that affect immediate organization(s).
- Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals.
- Exceptional organizational and project management skills.
- Strong interpersonal and communication skills.
- Detail-oriented with a commitment to accuracy and compliance.
- Bachelor’s degree in aerospace engineering, or other relevant technical education.
- 8 years of experience in aviation regulatory compliance, with a strong emphasis on ODA function.
- 5 years of working experience with the FAA on projects similar to those authorized under the ODA.
- This experience must include various levels of technical airworthiness responsibilities and experience, and management experience in one or more technical disciplines (such as, manufacturing, airworthiness, maintenance, or quality assurance.)
- ODA Unit Member experience required.
- In-depth knowledge of FAA regulations, policies, and procedures related to PMA and ODA.
- FAA Designated Engineering Representative (DER) experience desirable
- Ability to travel both domestically and internationally
