As project manager, you will team with operations and installation managers to provide comprehensive leadership and management oversight for construction projects relating to commissaries (supermarkets) on military bases.  You will function as part of a team that executes projects including rebuilds, refurbishments, and ground-up construction.  The person filling this role reports to the Contracting Operations Manager and will reside within reasonable distance of the   San Antonio, TX metro area.  

  • Executes project management and construction processes from initiation through closeout, including review and implementation of project plans, construction documents, contractor coordination and management, employee management, construction administration, quality inspections, reviews, and closeout
  • Establishes and maintains relationships with subcontractors and prepares request for quotations including scope statements, plans, specs, and bonding requirements
  • Performs construction plan review or other requirements as determined by project needs, constraints, and responsibilities to meet all customers’ facility requirements 
  • Creates detailed cost estimates consisting of controls, service agreements, materials, mechanical, electrical, and other subcontractors, purchased equipment, labor, and other construction-related activities to assist account managers in bidding on or determining price of project
  • Plans and analyzes assigned projects, establishes schedules/project parameters, and sets procedures to accomplish system objectives, involving complex applications
  • Identifies cost saving opportunities and/or risk items
  • Clarifies, reconciles, and adjusts information gaps and scope deviations with operations group
  • Resolves major deviations from scope with team after project scope validation
  • Provides oversight of company contractors and subcontractors
  • Ensures quality control of all projects, resource allocation and construction standards
  • Provides quality control, issues safety guidance, and conducts audits
  • Leads team and construction progress meetings
  • Prepares, finalizes, reviews preliminary and/or final proposal. 
  • Handles all aspects related to on-site field personnel management to ensure safety, quality, and timely production
  • Works with proposal team and operations to support winning proposals
  • Monitors work progress/costs and provides project reports
  • Some travel to remote sites

Qualifications

  • Bachelor’s degree or higher or 10+ years’ experience in construction and 5+ years’ experience in construction management or successful completion of a higher degree with a major study in an appropriate field (engineering, construction, or industrial technology)
  • Estimating experience
  • Prior DoD experience a plus (military or civilian)
  • Experience in skill, labor standard, jobsite evaluations, and construction documentation.
  • Know how to read blueprints, construction plans, documentation, and contracts
  • Previous experience managing projects with US Army Corps of Engineers or Naval Facilities Engineering Systems Command
  • Knowledge of Indefinite Delivery and Indefinite Quantity, Job Order Contracting, and Multiple Award Construction Contract is a plus
