Manager, Strategic Sourcing and HR

 Tasked with leading negotiations with major suppliers, leading competitive bid processes across all applicable spend categories, and generating cost savings on an annual basis. Spend categories would include but not be limited to Benefits, Contingent Labor, Training, Recruiting, Professional Services, and various SaaS tools.


  Category Management

  • Develop category strategies based on rigorous analysis of spend data, supply market dynamics, category intelligence, and business requirements    
  • Partner with the business to build, influence, and challenge the status quo. Identify and obtain buy in for category strategies and value opportunities
  • Identify and capture profit improvement opportunities beyond sourcing, such as demand management, process improvements, insource vs. outsource, innovation, etc.
  • Actively drive value beyond cost, e.g., growth, innovation, risk management
  • Regularly monitor the market for category leading practices and demand and supply shifts such as supply consolidation, technology innovations, etc.

Strategic Sourcing

  • Execute strategic sourcing projects utilizing best practice sourcing methodology to deliver exceptional total value in partnership with key stakeholders across the business
  • Gather stakeholder and subject matter expertise and insights and market intelligence to ensure sourcing solutions meet business needs
  • Assess supplier capabilities and identify new suppliers   
  • Analyze supplier proposals and facilitate fact based supplier selection process   
  • Prepare and present business cases and should cost models; perform data analysis and build financial models i.e. ROI, supplier scorecards, savings tracking, make vs. buy decision models
  • Analyze and summarize RFP responses and results and prepare recommendations for Senior Management
  • Develop negotiation strategy and lead negotiations to maximize total value and minimize risks for PNA
  • Establish contract terms and conditions and coordinate with legal by leveraging PNAs CLM tool to execute contracts with suppliers. Develop transition plan to onboard new suppliers and support implementation   
  • Ensure savings are delivered in a timely manner and ensure PNA realizes expected benefits

Supplier Relationship Management

  • Establish and manage the governance processes with suppliers and outsourced partners for categories in scope by leveraging PNAs SRM tool
  • Implement strategies to best manage the supplier base for categories in scope, reviewing suppliers against contracted obligations and service levels and business expectations
  • Provide feedback on performance, seek continuous improvement and innovation
  • Work with suppliers and key stakeholders to manage supplier performance and develop new capabilities
  • Build and maintain strong relationships with stakeholders and third party providers
  • When performance issues emerge, identify root causes and work with internal and external stakeholders to drive efficient resolution

Stakeholder Relationship Management

  • Develop and maintain strong working relationships with both HR functional stakeholders as well as the stakeholders of any assigned PNA Business Units
  • Establish regular communication cadence to discuss current initiatives and develop pipeline of future initiatives
  • Provide best in class customer service by diligently addressing stakeholder questions and concerns and following through on commitments

Continuous Improvement

  • Work with teams post projects to identify continuous improvement initiatives. Identify cost drivers to increase cost awareness and influence cost consciousness
  • Identify, oversee, pursue and manage reengineering, value engineering and demand management opportunities to enhance operational effectiveness, interfacing with cross functional teams
  • Develop implementation and transition plans acting as a change agent
  • Implement and drive procurement strategy, policies and procedures.
  • Enforce compliance to procurement policies and work to increase adoption
  • Pursue completion of PNA’s Lean Six Sigma certification and leverage lean processes to improve processes and create a continuous improvement roadmap

Basic Qualifications

Scope Budget, employees direct and indirect and other resources managed. 

  • Responsible for over 200M of Human Resources and other professional services spend
  • Indirectly manage 1 to 2 team shared resources

Education and Experience Degree required and preferred

  • BS or BA degree, Business, Supply Chain or other relevant area preferred
  • MBA, Masters, and other relevant degree or certification e.g., ISM CPSM highly desirable
  • 5 years of relevant strategic sourcing or HR functional experience required

  • Ability to leverage market data, expert resources, spend analytics, and cost modeling to drive fact based decisions
  • Strong understanding of contract terms and techniques for driving additional value and managing risks
  • Ability to lead and conduct successful negotiations
  • Knowledge of procurement technology P2P, eSourcing, Contracting, Onboarding, SRM, etc.
  • Technology savvy and high competency in MS office PowerPoint, Word, Excel, Outlook

  • Strong ability to communicate across all levels of the organization as well as externally to suppliers
  • Strong collaboration and influencing skills
  • Excellent verbal and written communication skills
