Job Summary:

Manages network operations engineering staff responsible for providing infrastructure and network services to customers (engineering applications and GCS global network operation).  Ensure the streamlined operation of the Network Operations ground network is in alignment with the department and business objectives.  Plan, coordinate and assist with design of customer facing ground network services, infrastructure related activities as well as provide managerial & administrative direction and support for daily operational activities of the ground network operations department.  Works closely with stakeholders, NOC Shift Managers, Internal PAC Engineering Teams, 3rd party partners and customers to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of customer facing ground network and services.  

Major Responsibilities:
  • Manages the deployment, monitoring, maintenance, development, upgrade and support of all customer network operations-based systems, including network hardware, server applications, operating systems, infrastructure hardware and software and other network/infrastructure related technologies.
  • Manages Network Operations planning/projects.
  • Work with stakeholders to define business and systems requirements for new technology implementations.
  • Ensure the efficient utilization of network operations resources, including personnel and equipment.
  • Practice asset management for network operations hardware, software and equipment.
  • Manage operations staffing, including recruitment, supervision, scheduling, development, evaluation and disciplinary actions.
  • Analyze existing operations and provide recommendations to engineering, GCS and other stakeholders for the improvement and growth of the customer network infrastructure and applications.
  • Develop business case justifications and cost/benefit analyses for customer applications and system expenditures and initiatives.
  • Establish and maintain regular written and in-person communications with the organization’s executives, department heads and end users regarding pertinent Network operations activities.
  • Assist in the development and implementation of functional policies and procedures.
  • Keep current with the latest technologies.
  • Manages financial aspects of the ground network operations, including purchasing, budgeting and budget review.

Knowledge/Skill Requirements:

  • Strong technical knowledge of network hardware, software and operating systems, especially Cisco and Juniper devices.
  • Proven ability to manage senior network engineers responsible for large scale or global IP networks.
  • Strong technical knowledge of current network hardware, protocols and standards.
  • In-depth knowledge of applicable data privacy practices and laws.
  • Strong understanding of project management principles.
  • Strong leadership skills.
  • Excellent written and oral communication skills.
  • Ability to conduct and direct research on technology-based issues and products.
  • Ability to present technical ideas in business-friendly and user-friendly language.
  • Ability to perform financial calculations for creating business cases and budgets.
  • Highly self-motivated and directed.
  • Keen attention to detail.
  • Proven analytical, evaluative and problem-solving abilities.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.

  • Previous/demonstrated experience working in a team-oriented, collaborative environment.
Education/Experience Requirements:
  • 4-year degree in computer science or information systems or equivalent work experience.
  • 5 years’ experience working in a network operations management role.
  • Any training, qualification or certifications in Juniper and Cisco is a plus.
  • 3 years’ experience in network infrastructure planning and development.
  • 3 years’ experience in application support.
Other Requirements:
  • Travel to other international locations such as Europe, Middle East and Asia/Pacifica/Oceania up to 15%
  • On-call availability for 24/7/365.
  • Occasional inspection of cables in floors and ceilings.
  • Lifting and transporting of moderately heavy objects, such as computers and peripherals.
