As Facilities Manager, you will oversee all building-related activities for assigned PECNA facilities. You will be responsible for preserving the good condition of infrastructure and ensuring that facilities are safe and well-functioning.  The Facilities Manager must be well-organized and able to optimize the use of space and equipment while reducing operating costs.  You will provide general oversight and internal department accountability for financial outcomes and project and emergency management.  Leadership abilities and outstanding efficiency can set you apart as a top candidate.  The goal is to ensure our business’s accommodation is problem-free and safe so that employees can work under the best conditions.

Essential Duties:

  • Plans, organizes, maintains, and manages the day-to-day operations and reliability of PECNA facilities.
  • Develops and maintains facility site master plans, aligning said plans with Director of Facilities and executive leadership.
  • Develops and administers the annual operational expense and capital expense budgets for assigned facilities; coordinates the allocation of resources following budget approval; recommends approval of expenditures.
  • Responsible for facilities management operational functional activities, establishing priorities and sequences to meet the designated departmental goals and objectives.
  • Tailors all applicable master facilities management frameworks, plans, policies, programs, processes, procedures, continuous improvement, and key performance indicators to each assigned facility and is responsible for timely implementation, monitoring, benchmarking, documentation and ensuring oversight compliance with applicable codes, regulations, governmental, accreditation, auditing agencies and/or governing bodies as related to facilities operations.
  • Establishes and monitors preventative maintenance processes and programs and facility inspection processes for on-going review of maintenance work by agencies having jurisdiction.
  • Responsible for conducting, documenting, and reporting periodic inspections, measuring effectiveness, efficiency and resiliency of facility operations, equipment, and systems with the goal of minimizing unplanned downtime, anticipating problems, and solving facility issues.
  • Actively participate in problem-solving strategies and provide to upper management recommendations for utilities system upgrades, reliability and efficiency improvements, and other improvements to minimize system downtime.
  • Acting as a facilities project lead, by providing oversight, direction, and delivery for facilities approved initiatives for all assigned facilities following industry best practices, adhering to regulatory compliance agencies/ governing bodies, and partnering/collaborating with applicable stakeholders, clients, suppliers, vendors, and internal facilities team members through all phases of Project Management.
  • Supports and sometimes administers procurement and fiscal management activities, which may include:  NDAs, MSAs, RFPs, and RFAs/contracts for custodial-, grounds-, and maintenance-related work to acquire trades and professional assistance; monitoring spending on project and cost account basis; recommending and implementing corrective spending plans; reviewing and authorizing purchase orders; administering contracts; obtaining price quotes and bids; purchasing and approving employee purchases; ensuring compliance with PECNA purchasing rules; and/or, performing other related activities.
  • Monitors and oversees the work of external contractors to ensure terms of agreements are met and work is completed satisfactorily.
  • Ensure proper management of service contracts responsibly, ethically, and cost effectively, while ensuring service delivery contractual commitments are met.  Responsible for periodic ongoing performance, financial review, auditing, and ensuring contract pricing is in line with industry standards.
  • Tailors all applicable master emergency management frameworks, plans, policies, programs, processes, procedures, continuous improvement, and key performance indicators to each assigned facility and is responsible for timely implementation, monitoring, benchmarking, documentation and ensuring oversight compliance with applicable codes, regulations, governmental/ accreditation agencies as related to emergency operations.
  • Troubleshoots and responds to after-hour issues as needed regarding the operational aspects of the facilities, including but not limited to HVAC issues, fire alarms, fire alarm malfunctions, electrical outages, water leaks, etc.
  • As part of PECNA and the department’s Emergency Management (Incident Command System) essential personnel requires after hour and 24/7 on-call for response as needed.
  • Available on-call 24/7 to provide general oversight to emerging and ongoing emergencies and carry out assigned emergency management functions, processes and procedures as indicated in all emergency plans established.
  • Leads and participates in/on a variety of meetings, committees, task forces, and/or other related groups to solve specific problems as well as to communicate information regarding services, programs, areas of opportunity, and/or other pertinent information as appropriate.
  • Serves as a liaison with other departments within PECNA, the community, and external agencies in order to provide information on available resources, projects, and/or services.
  • Develop relationships and communicate with employees across disciplines and departments at the De Soto Facility and at other Panasonic sites to foster best practice sharing and communication.
  • May perform other related duties as assigned.

Personal Protective Equipment (PPE) Requirements:

  • To ensure the health and safety in the workplace and for the protection of our employees, wearing PPE is a requirement to access some areas and for some roles at PECNA and may include equipment such as a full Tyvek suit, safety shoes, gloves, safety glasses, face mask, bump cap, and a full hazmat suit that includes a respirator.

Qualifications:  Requirements - Required and/or Preferred

  • Education:
  • Basic/Required:
    • BSc/BA in facility management, engineering, business administration, or relevant field with 8+ years’ experience in Facilities Management.
    • A 2- or 4-year technical degree may substitute for the above BSc/BA education requirement with 13+ years’ experience in Facilities Management.

  • Essential Qualifications:
  • Skills and experience necessary to satisfy the required “Essential Duties”.
  • Knowledge of:
    • Facilities maintenance, grounds and custodial principles and practices.
    • Contract management principles and practices.
    • Applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes.
    • Basic accounting and finance/budgeting principles and practices.
    • Procurement principles and practices.
    • Project management principles.
    • Preventative maintenance principles and practices.
    • Maintaining data and components for facilities, such as: Scheduled Maintenance, Facilities Condition Assessment;
    • Maintenance, design, and/or operation of mechanical equipment in a facility or high-tech manufacturing facility.
    • Microsoft Office Suite software including Access, Excel, Word, PowerPoint.
  • Strong technical leadership with excellent organizational and verbal skills.
  • Ability and proficiency in collecting, analyzing, and presenting technical information to non-technical audiences.
  • Ability to track, develop, and interpret metrics.
  • Able to manage multiple concurrent tasks in a fast-paced environment, effectively prioritize work, and deliver quality results.

  • Preferred Qualifications:
  • Well-versed in technical/engineering operations and facilities management best practices.
  • Experience managing multi-discipline projects.
  • Expertise in integrating multiple, complex business and technical/engineering processes.
  • Able to respond quickly to potentially critical situations, perform rapid, accurate assessments, identify causes of failures, determine appropriate corrective actions, and implement these corrections promptly to mitigate the effects of system upsets.
  • 8+ years of related experience supporting facilities maintenance at a semiconductor, solar, or battery manufacturing site.
  • Relevant professional qualification (e.g. CFM, FMP) will be an advantage.
  • Proficient with PC hardware and windows-based applications.
